ComEd CHP Project Incentives
Primary Energy is an approved ComEd CHP Energy Efficiency Service Provider for assisting qualifying customers with conducting the initial evaluation and gaining approvals for applicable incentives. Primary Energy is uniquely qualified to provide, not only the initial technical evaluation services, but also has the capabilities to support project implementation, financing, commissioning and even be the CHP facility operator should that be the client’s preference. Our advantage over other ComEd CHP Energy Efficiency Service Providers is that we have significant CHP construction and operating experience.

PEC provides the technical support required to perform the initial feasibility study to identify incentive potential and confirm that the CHP project meets the benefits outlined in the feasibility study.

ComEd CHP Feasibility Study – Incentive Eligibility
Eligible Customers
- Current ComEd Delivery Customer
- Not a designated >10 MW customer
- Facility Peak Demand ≥ 500 kW for both feasibility study and production incentives
- Nicor Gas, Peoples Gas or North Shore Gas customer
Other considerations
- Peak Demand < 500 kW still eligible for custom incentives
- All projects must meet ComEd cost-effectiveness requirements
Feasibility Incentives – Overview
CHP feasibility study and projects must be pre-approved
- Feasibility study incentive up to $10,000 for CHP projects< 400 kW
- Feasibility study incentive up to $25,000 for CHP projects >=400 kW
Production Incentives – Overview
A production incentive of $0.07 per kWh is available for qualifying customers for the first year of operation
Prepayment of $60 / kW available upon successful COD
- Receipt of commissioning documents which confirm construction completion, capacity and efficiencies of the project
Remaining incentive funds will be distributed upon the completion of 12 months of operation with associated performance measurement and verification
CHP Production Incentives Application Process
Step 1) Submit pre-approval application with requested documentation
Step 2) Receive approval and reservation letter from ComEd
Step 3) Purchase and install new or refurbished CHP equipment
Step 4) Measure energy production of newly installed or refurbished CHP system for 12 months
Step 5) Submit final application and supporting documentation for incentive
Qualifying Facilities for CHP Feasibility Studies
CHP feasibility studies must encompass one of the following:
- The viability of a new topping or bottoming cycle CHP installation
- The rehabilitation of an existing system that has been idle/not operational for at least 3 years
- Installing heat recovery equipment on an existing engine or combustion turbine system
- An existing engine or combustion turbine system that is not presently outfitted with heat recovery capability that can be converted to a CHP system
- Conventional or topping cycle CHP systems must have annual fuel use efficiencies of at least 60 percent Higher Heating Value (HHV) with at least 20 percent of the system’s total useful energy output in the form of useful thermal energy.
- These systems will have a net zero annual export of power to the grid.
- All conventional CHP systems must have heat recovery capability.
